When Rugrats started on Nickelodeon in August 1991, it would be another 3 years before Canadians can get to see it, when YTV picked up the series. However, just for kicks, here's a look at television in Canada in August 1991.
Here's a look of what was on YTV the week of 8/10/1991.

Here are the August 1991 Saturday morning schedules for CBC (CBLT ch.5), CTV (CFTO ch.9 Toronto & CKCO ch.13 Kitchener) and Global. Also, Global not only had Saturday Morning cartoons, but also Saturday afternoon cartoons, plus Sunday afternoon, post-game cartoons. Finally, where the Buffalo channels are concerned, they are practically the same as the ones on this page, except that WIVB ch.4 pre-empted Muppet Babies for Barney Bear, and all 3 network affiliates (WIVB, NBC's WGRZ ch.2 & ABC's WKBW ch.7) pre-empted noontime shows for infomercials.
Programming that is not meant for kids is not listed here.
* -- indicates that the program "simulcasted" (seen at the same time)
with the Buffalo channels. On Canadian cablesystems, these programs on the
Canadian stations often replace the program at the same time on the American
channel, as per CRTC regulations.

These days, the CBC is Canada's leading Canadian content leader, with about 98% Canadian content. But back in 1991, it was just like any other commercial channel in Canada, with plenty of American programming to go along with the Canadian shows (but still tops in Canadian content). Here's the CBC schedule for CBLT in Toronto, for the week of 8/10/1991:

... when TV Guide was still staple-bound, and costed C$1.05? With the exchange rate at the time, it was about US$.91, plus GST -- more expensive than the US version's cover price of US$.79. In 2001, both versions have a $1.99 cover price, with the Canadian edition being US$1.29, plus GST.
... when A&E, CNN and TNN were premium channels?
... when TV Ontario's English and French channels switched places on Sundays?
... when CBC's The National was followed by Barbara Frum's The Journal?
... when The National had a Saturday night edition?
... when CTV's W5, then hosted by Eric Malling, celebrated its 25th anniversary?
... when Global showed Wheel Of Fortune and CFMT presented Jeopardy!?
... when Bowling For Dollars was still on, on CKCO?
... when the Montreal Expos still had games on TV?
... when kids still saw Mr. Dressup, with Casey and Finnegan?
... when many Canadian stations, mostly CTV stations, carried The Flintstones at noon (still does in Montreal, on CFCF and TQS)?
... when we enjoyed Royal Canadian Air Farce, only on the radio?
... when the Canadian Home Shopping Network (now The Shopping Channel) had video that looked more like slides flickering at about one picture per second? The CRTC mandated that CHSN, as well as all infomercials on Canadian channels, be shown this way, to get viewers annoyed in such a way, they wouldn't stay tuned too long. It didn't work, and the rule was repealed in 1994.
... when the Buffalo stations shown lots of infomercials? This was especially true of WIVB, who pre-emped CBS's Crimetime After Primetime and Up To The Minute for a solid 6-hour infomercial block, generally from Midnight to 6AM.
... when WIVB, a CBS station in a sizeable market, shown Hanna-Barbera cartoons weekday mornings, instead of news?
... when British ITV company Granada owned a chain of rent-to-own stores throughout Canada?
Are you curious about what was on the screens of Canadian viewers in 1994, when Rugrats made their Canadian debut on YTV (in the spring of that year)? Here's a look. I don't know EXACTLY when Rugrats started in Canada, other than that they began there in 1994; these are only random sample schedules (though the price of the TV Guides play part of a role). As for the other Nicktoons, YTV also had Rocko, while Muchmusic, the Canadian MTV, had Ren & Stimpy; Doug wasn't currently seen in English, though the francophone Radio-Canada channel carried it Sunday mornings.
Here's a look of what was on YTV the week of 8/27/1994.

And now, here are some more schedules for CBC television for the week of 10/29/1994. Here, I'll be presenting 2 different schedules from the Western Ontario edition of TV Guide -- one for CBLN ch.40 in London (which repeats CBLT in Toronto), and another for CBET ch.9 in Windsor / Detroit (which carries a different schedule, due to its close proximity to Detroit).
Here's what most of Ontario saw on CBC the week of 10/29/1994:

For the week of 10/29/1994, here's what viewers in Windsor, Southeastern Michigan and Northern Ohio saw on CBC. Due to the station's close proximity to Detroit and Toledo, American programming on CBC was replaced with other programming, mainly Canadian or British. Beacuse of this, CBET, owned and operated by the CBC, relied less on American shows than the rest of the CBC network. Also, because of this, CBET does not employ simulcasting, as there is nothing to simulcast.
These days (2001), CBET still pre-empts American programs, though
pre-emptions are now few and far between -- Simpsons, Disney
and some movies and specials.

... the BBS network? In early 1994, Baton Broadcasting established BBS, to compete with the CTV network. The BBS network consisted entirely of stations that Baton owns -- CTV stations in Toronto, Ottawa, Northern Ontario and Sasketchewan, plus independents in Pembroke, London, Windsor, and Wingham, ON.
