The top 10 TV shows for the week ending 8/4/1991, according to Nielsen:

Above: Fox network ad for Parker Lewis Can't Lose, from
the Western Illinois edition of the 8/10/1991 issue of TV Guide.
The second season opener of Parker Lewis was on the same day as the
start of Rugrats on Nickelodeon (this was at a time when Fox started
most of their new shows in August, rather than September or October).
Also, Melanie Chartoff was a busy actress on TV at the time -- in addition
to being the voice of Didi on Rugrats, she was also school principal
Ms. Musso on Parker Lewis. And if you wanted to catch her on both
shows that night, no problem -- Parker Lewis was on at 7:30PM ET,
while the repeat of the Rugrats' debut was at 8:30PM ET. In case you're
wondering -- on that night's episode, the students and their parents participate
in a toaster-building contest.

In January 1990, the FCC passed a law requiring cable systems to black out programming, mainly newer shows, on out-of-market stations. This rule is called the Syndication Exclusivity rule, or "Syndex". In addition to affecting stations from nearby markets, it also affected satellite-delivered "superstations"; the most popular ones were (W)TBS from Atlanta, WGN from Chicago and (W)WOR from New York. TBS already buys only older programming, so there was no problem. As for WGN and WOR, they face being blacked out by the cable systems; this means shows like Perfect Strangers, Arsenio Hall, or even Neighbours, would be replaced on the local level with local programming, infomercials, reminder text, or even a black screen. To remedy this, the national distributors of WGN and WOR (not the stations themselves, though WGN would take over the national signal later) provided a special version for their stations' viewers outside of the Chicago (WGN) and New York (WOR) markets. A lot of purists at the time (me included) thought that they were being too cheap in their selection of programming, but in the days before TV Land, the national versions were, more or less, TV heaven -- at the time, WOR's schedule was peppered mainly with rarely-seen sitcoms, dramas and films, most of these from the backstock of Universal, WOR's owner at the time; while at WGN, they also relied on classic TV shows as fillers, though a real treat to some were Republic B-movies that were seen some evenings and late-nights.
Here are some examples of WOR & WGN's schedules the week of 8/11/1991:
Here are both the New York and national WOR schedules for the week of 8/11/1991.
The national version was discontinued at the end of 1996; it was not replaced
with the local version (unless you had a big C-Band dish, where another
distributor offered the local version until 1999, when they replaced it with
Pax TV). All times ET.

On 8/12 at 5:30PM, 227 is seen in New York, while the rest of the nation gets Bachelor Father. On 8/13, news is seen at 11:30PM on both versions; in New York, this is followed by Arsenio, Party Machine and Johnny B., with no Joe Franklin; elsewhere, the normal schedule is seen, with Twilight Zone replacing Joe Franklin at 1:30AM.
** -- Comedy Wheel featured sitcoms that lasted on network TV for only a season or less, never before reran on cable or syndication. Unlike a true "wheel", which shows a different series each day, Comedy Wheel shows one series everyday, then moves on to the next series after the run is finished.

At the time, all three of the big three -- ABC, NBC and CBS -- offered Saturday morning cartoons in their line-up. Fox was just getting their feet wet, while Nickelodeon had less-than-stellar repeats of shows such as Inspector Gadget and Yogi Bear.

* -- Raggedy Ann & Andy was originally seen on on CBS from 1988 to 1990, but starting 7/27/1991, reruns were brought in as a permanent (until the end of August) replacement for Pee Wee's Playhouse (see below).
... Trump Card? Multi-millionaire Donald Trump's ambitious game show, Trump Card, is in its final days of syndication after being cancelled earlier in the year, due to poor ratings. At this point, many stations either dropped the show, placed it in late night, or used it as schedule filler, often showing 2 back-to-back shows at irregular times.
... The Challengers? Also in its last weeks is this game show hosted by Dick Clark, which is based on the latest current events (not to mention an early 1970s game show, The Who What or Where Game).
... The Joker's Wild? This new version, hosted by Pat Finn, was also at the end of its syndication rope; by this time, not many stations carried it, with some stations scheduling it in late-night.
... Classic Concentration, Alex Trebek's last non-Jeopardy game show (and later, NBC's last daytime game show)?
... the last days of the daytime Wheel Of Fortune on NBC, after 16 years (and a brief stint on CBS)? Bob Goen was the last daytime host, with Vanna White turning the letters for two men.
... what happened to Pee Wee? Paul Reubens, the man well-known as "Pee Wee Herman", was arrested in Sarasota, FL for, shall we say, "overstaying his welcome" at an adult bookstore in Sarasota, FL. As a result, Pee Wee's Playhouse, already cancelled by CBS, but originally on the schedule until fall, was taken off the air immediately. (7/26/1991)
... when an issue of TV Guide was only 79 cents?
... when TV Guide, and many local papers, started publishing "VCR Plus" codes?
... when ESPN carried business programming on weekday mornings?
... when most regional sports channels were on only in the evenings?
... when wrestling started to be more for show than for sport on TV?
... when repeats of Hanna-Barbera cartoons were seen on USA Network's Cartoon Express?
... Hanna-Barbera's weekday morning program, Wake, Rattle and Roll?
... when the first "N" in "TNN" stood for "Nashville"?
... when, for 4 hours a day on weekdays, USA carried repeats of game shows like The $25,000 Pyramid, Hollywood Squares (with John Davidson as host), and, of course, Press Your Luck?
... The $100,000 Pyramid, hosted by John Davidson?
... when the current version of The Price Is Right turned 19 years old?
.. when TNT carried "The Good Stuff", such as classic Popeye and Bugs Bunny cartoons, NFL football, classic MGM films, and rarely-seen MGM series like Daktari and The Courtship of Eddie's Father?
... when TNT presented the Pan-American Games from Havana, Cuba?
... when The [Fox] Family Channel "Accentuated The Positive" with shows such as Batman, Bonanza, Wagon Train, Rin Tin Tin -- K-9 Cop, Bordertown, The Flying Nun, Beauty And The Beast, and of course, The 700 Club?
... when you would find repeats of Hogan's Heroes, The Brady Bunch, Andy Griffith, The Jeffersons, Mary Tyler Moore and All In The Family... on TBS?
... TBS's weekend music video block, Night Tracks?
... when Lifetime carried medical programming for medical personnel all day Sundays?
... when MTV, who recently celebrated its 10th anniversary, really meant "Music Television"?
... MTV's small non-music line-up, including Just Say Julie, Remote Control, 1/2-hour Comedy Hour, and of course, Liquid Television (where Beavis & Butthead got its start)?
... the two "Julie Browns" on MTV?
... Xuxa on Univision? This Brasilian female children's show host was a huge success in Latin America. In 1993, she tried to break into the anglophone market in the US & Canada with her own syndicated series (seen in Canada on YTV), but by fall 1994, due to poor ratings of her anglophone show, she disappeared from the US & Canada altogether.
... the last days of Romper Room in the US (with repeats from the 1981-82 season)?
... Captain Kangaroo on PBS?
... Zoobilee Zoo?
... when Roseanne, John Candy, Rick Moranis, Howie Mandel and Kid 'N Play all had their own Saturday morning cartoon series?
